BUREAU OF LAND MANAGEMENT & FOREST SERVICE

The BLM, a Division of the U.S. Department of Interior, manages over 13 million acres in New Mexico for recreational, range, timber, mineral, oil, gas, watershed, fish and wildlife, scientific and cultural values.

BLM Field Offices will issue "minimum impact" permits for production purposes. Permits may be issued at the Field Office after it has been determined that the filming activity will have a minimum impact on the public land. The permits become effective immediately after being issued by the BLM authorized officer. A reasonable amount of time is needed to process the permit, the rule of thumb being two weeks. * Companies considering shooting on federal property must connect with the proper federal contact immediately, be aware that security clearances for all cast and crew entering the property must be processed with Homeland Security, and expect a lead time of three to four weeks for final approval.

U.S. FOREST SERVICE

The U.S. Forest Service manages 9 million acres of forest lands on seven national forests in New Mexico. The forest Service philosophy is to make location sites on national forests available for commercial photography, motion picture and television locations where such uses do not seriously impact forest resources or other uses or unreasonably interfere with national forest management. Permits are granted by the local Forest Ranger District Office. The permit process includes an application, the standard liability insurance coverage and a summary of the shoot. A two-week review period is requested. Permit fees are determined by a sliding scale depending on the number of people involved in the shoot and range from $50.00 to $600.00 per day. NATIONAL PARKS & MONUMENTS

The National Park administers three national historical parks and ten national monuments in New Mexico. It is the policy of the National Park Service to encourage production to the fullest extent possible consistent with the protection of the park resources and ensuring the enjoyment of those resources by the visiting public. National Park Service Commercial Filming permits are issued by each individual Park Superintendent. A two-week application reviewing period is requested. The application process entails a $100.00 non-refundable application fee, a possible performance bond (depending on the extent of the shoot), and a minimum $100.00 per day location fee. Other costs may include the payment of Park Rangers to monitor production.

NEW MEXICO STATE PARKS

The Park and Recreation Division of the Department of Energy, Minerals, and Natural Resources manages 35 State Parks throughout New Mexico. In them, one may see 100-million-year-old duckbill dinosaur tracks, race the ambush route of Pancho Villa's 1916 Columbus raid, and photograph orchids in the midst of the desert. There are large reservoir parks with every imaginable water sport, quiet mountain parks for hiking and camping, and parks with rich history and unusual wildlife. For specific permitting requirements, contact the Park and Recreation Division.

All State Parks require a Special Use Permit and at least a two-week notice. The minimum cost for a Special Use Permit is $15.00. The cost progresses depending on the scope and needs of the project. Permits can be issued by the Park Superintendent but may be referred to the state office, again depending on the scope of the project. Specific park numbers are listed below. STATE MONUMENTS

New Mexico State Monuments: Coronado (Bernalillo), Bosque Redondo Memorial (Fort Sumner), El Camino Real International Heritage Center (south of Socorro), Fort Selden (Radium Springs), Jemez (Jemez Springs). And the town of Lincoln represents six historic and cultural sites dating from 1300-1891 AD with Pueblo ruins, military forts, mission churches, historic trails and a frontier town.

STATE LAND OFFICE

The New Mexico State Land Office manages 8.75 million acres of surface estate and 13 million acres of mineral estate for agriculture/grazing, oil, gas & mineral activities are distributed to the beneficiaries - the public schools. State trust lands are located throughout the state and may be available for filmmaking by acquiring a Right of Entry permit from the Surface Resources Division located in Santa Fe.
