FILM CREW ADVANCEMENT PROGRAM (FCAP)

WHAT IT IS
FCAP is an incentive for production companies to help create job opportunities for New Mexican film and television crew professionals working in below-the-line positions. A production company is reimbursed 50% of a participant’s wages for hours worked by the qualifying crew member in an advanced below-the-line craft position (up to1040 hours available per position). This is in addition to the 25% film production tax rebate. Several below-the-line crew positions are available in this on-the-job training program. Qualifying New Mexicans who are interested in adding a new skill set or are ready to move to a higher position within their craft department may participate. After being in this program, a New Mexican crew member potentially comes away with two or three film or television credits in this position to be hired on their own merit. This program may also be used as a negotiating tool for the potential participant and/or their mentor during the hiring process. Both the participant and the mentor must be New Mexican residents.


HOW A PRODUCTION PARTICIPATES
When local production offices are established, the production company must submit the FCAP Application Part One to the New Mexico Film Office (NMFO). Production companies must submit a contract provided by the NMFO prior to principal photography and submit completed applications by participants prior to NM wrap including residency information. (Applications will be requested by the first week of principal photography.) The invoice for reimbursement is submitted with payroll reports when training hours are completed. The production company is welcome and encouraged to request a meeting with the NMFO Workforce Administrator to review all program processes and requirements.

PARTICIPANT QUALIFICATIONS
Participant’s qualifications for a job position include but are not limited to the following: Participant must have film-related work experience or background for advanced positions. They may have up to one previous film/TV credit in the position as defined by this program; however, participant must not have any credits in higher positions within the department. The NM crew member must work at least 80 hours for the production in the hired position to qualify. Unions and/or Guilds will be contacted when applicable to reference participant’s qualifications and membership status. There is a limit of two participants per department; however, if there is a large department, exceptions for additional participants may be considered prior to principal photography.
