The New Mexico Film Office is seeking quotes from qualified contractors to provide services during Fiscal Year 2027 (July 1, 2026 – June 30, 2027).
If you are interested, please submit a quote (on your letterhead) for the services outlined in the Scope of Work below. The selected contractor will provide services during the contract period of July 1, 2026, through June 30, 2027. Please include the total cost of your services with the language below in the quote.

Scope of Work.
The Contractor shall perform the following work:
This Scope of Work (“SOW”) outlines the services to be provided by the Contractor to the New Mexico Film Office (“Customer”) to provide Executive Director services to the New Mexico Media Arts Collective (NMMAC), a program of the New Mexico Economic Development Department (EDD). The scope concentrates on time-sensitive continuity priorities: the Rail Yards Media Innovation Center grand opening; Rail Yards Media Innovation center activation, partnership developments, and lease arrangements; advancement of the statewide Center of Excellence Research and Public Service Project (RPSP); stakeholder and partnership continuity; and 2027 legislative positioning.
2. Scope of Work
2.1 Rail Yards Media Innovation Center — Grand Opening & Facility Activation
2.1.1 Lead final planning and execution of the Rail Yards Media Innovation Center grand opening, scheduled for September 1, 2026.
2.1.2 Coordinate creation, installation and dedications of Eric Witt Memorial sculpture and ceremony using Frank Morbillo’s commissioned work.
2.1.3 Advance the partnership and operating agreement between NMMAC / EDD and Central New Mexico Community College (CNM) for the Rail Yards facility.
2.1.4 Finalize outstanding activation items, including the Community Benefits Agreement with the City of Albuquerque and tenant/facility-use coordination.
2.1.5 Support EDD and the New Mexico Film Office on public communications, press strategy, and official representation for the launch Sept. 1 and NMFO’s Annual Film Conference on Sept. 2-3.
2.2 Rail Yards Media Innovation Center Activation, Partnership Development, and Lease Agreements
2.2.1 Engage EDD, CNM, and City of Albuquerque to create framework for creating partnerships and leasing space.
2.2.2 Identify and engage potential industry partners for initial activation of the available Rail Yards space, including the Witt Stage, office space, and ‘flex space.’
2.2.3 Negotiate and execute agreements with partners to lease Rail Yards space and fulfill education and industry activity goals.
2.3 Center of Excellence for Film, Media & Innovation - RPSP Advancement (special focus)
2.3.1 This contract places specific emphasis on advancing the statewide Center of Excellence and its Research and Public Service Project (RPSP) request to the Higher Education Department (HED).
2.3.2 Advance the statewide RPSP with CNM as the sole applicant institution, in coordination with HED and Secretary Stephanie Rodriguez’s committed support.
2.3.3 Maintain and develop the co-equal hub structure at CNM Rail Yards (Albuquerque) and NMSU Arrowhead Park (Las Cruces), and the statewide / mobile layer.
2.3.4 Sustain the Consortium of Educational Partners (CEP) across its member institutions and align them behind the RPSP request.
2.3.5 Support preparation and positioning of the RPSP appropriation ahead of the 2027 Regular Session.
2.4 Stakeholder Relations & Partnership Development
2.4.1 Maintain relationships with EDD, the New Mexico Film Office, CNM, NMSU, and the City of Albuquerque.
2.4.2 Advance conversations with NMSU and the Arrowhead Park soundstage project, the City and County of Las Cruces, and the Las Cruces Film Office.
2.4.3 Continue tribal community engagement, including Navajo Nation, Ohkay Owingeh, and the DFC Tribal Community of Practice.
2.4.4 Represent NMMAC at industry, community, and public-private convenings.
2.5 Legislative Strategy - 2027 Regular Session
2.5.1 Develop legislative strategy and appropriations positioning for the 2027 Regular Session.
2.5.2 Prepare briefing materials and appropriation-request documentation for NMMAC operations and the Center of Excellence RPSP.
2.5.3 Engage legislators, the Legislative Finance Committee, and stakeholders ahead of the session.
2.5.4 Preserve institutional relationships and continuity through the gubernatorial transition.
2.6 Continuity & Records
2.7 Maintain current program records, stakeholder documentation, and operational status so that NMMAC services can continue without interruption.
2.8 Prepare a written record of program status and institutional knowledge at the close of the term to support orderly continuity of services.
3. Reporting
3.1 Bi-weekly executive status updates to EDD and New Mexico Film Office leadership.
3.2 An interim progress report (September 2026) assessing grand opening outcomes and RPSP advancement.
3.3 A final report (at term end, approximately October 2026) documenting stakeholder relationships, RPSP status, legislative positioning, and program status to support continuity of services.
4. Deliverables
4.1 Schedule of planned project activities and deliverable due dates.
4.2 Finalized signed Operation Agreement between NMMAC / EDD and CNM for the Rail Yards facility.
4.3 Framework agreement to attract and engage partners and lessees to Rail Yards.
4.4 Individual partnership agreements and leases.
4.5 Strategic plan for legislative engagement.
4.6 RPSP proposal, application, and associated pitch materials for January 2027 Regular Legislative Session.
